The completion of financial reform, already well begun, will be the work of the Republicans; the Democrats show no disposition to take up this task. The reform of the public service, the separation of the civil service from politics, the destruction of the spoils system, is of very great importance, but the Republicans are not friendly to it, and the Democrats are opposed. It is still the reform of a small number of persons, as to which the masses of the people are apathetic. The Administration party has the great advantage of position, and it will not be dislodged by an aggregation of voters who are trying to find some political issues, or at least subjects, on which they can agree. The recollections and sentiments of the Civil War period have prevented the realignment of parties at various times since the Civil War, whose close terminated the causes of the Republican and Democratic parties as they existed in 1861. It is these things that keep the South solid, and it is the South that keeps the Republican party solid. But the issues are changing, and the recollections of 1865 are fading slowly, and in the course of time, though it may not be in 1904, the American voters must divide themselves into parties along the lines of contemporaneous policies of government.
